Space Norms and U.S. National Security: Leading on Space Debris

A new article coauthored by Dr. Phil Potter (NSPC Founding Director), Hon. George Foresman (NSPC Executive Director), and Dr. Michael Horowitz (Director of the University of Pennsylvania’s Perry World House) titled “Space Norms and U.S. National Security: Leading on Space Debris” featured in the online national security magazine War on the Rocks.

In the article, the authors argue that, given the rapid change of pace and recent developments in space, technical and operational standards and norms of behavior will be necessary to maintain a secure and sustainable domain. They recommend that “the new U.S. Defense Department memorandum on responsible behavior in space should be the first salvo in a renewed American approach to set standards and establish norms of behavior for public and private sector actors in space.”
